Each city has it's own signature. It is reflected through it's public culture. Pune lately has a law-breakers culture which is amply demonstrated through their actions in negotiating traffic. It is therefore for the Police Dept and Corporation to understand the same and devise the traffic rules and pattern accordingly. This will help the citizens in behaving the way they want and a uniform lawlessness will prevail. Something like understanding the system in madness or lawlessness.
